The perfect flour for delicate mixes with all of the goodness of the whole grain. Whole-wheat pastry flour is flour made from soft wheat. This flour does not form gluten to the same extent as hard wheat flour, and because of this, it is not suitable for making yeast breads. It is mainly used in cookies, muffins, crackers, biscuits, and other pastries where a tender result is desired.
